Good Book - not exhaustive, but a decent prelude to the coal-mafia and coal-gate

Liked it - not for the content but for the plethora of communication and lifestyle that a civil servant in the ICS has to go through. The trials and tribulations that Mr. Parakh had to put up with fighting the system despite being a part of it was enlightening. Well written book (one should expect that from an ICS no less). Would have liked it to be more exhaustive and cover detailed aspects of the coal-scam. It just about touches the basic tenets and priniciples which were violated and is not an exhaustive research into the same - but a good prelude to what went wrong. Worth a read and I actually would recommend it to people who really are interested in the government administration and coal-mafia / scam research.
I got and read this book in 2 days. It gives a insiders experiences on handling the system. This is so much more believable than anything you hear from our politicians or the media. Its a must read to understand hos the system works. It exposes or should I say re-emphasizes the views we hold or our politicians. I wish more such books are written. It has dealt in good detail about coalgate for the layman to understand. It only reaffirms the belief that corruption is the core of our problems.
Mr Parakh, an insider, has written a transparent account of corruption and misuse of power by those who are vested with it. Currently, he is being interrogated and investigated by the CBI re aspects of Coalgate; hence he is perhaps a little circumspect about this matter and his role in the allocation of coal blocks.If the reader expects a full-blown expose, he or she will be disappointed. However, if you expect a quiet diligent unfolding of a set of stories of power corrupting, you won't be disappointed.
Could have been more informative like Vinod Rai's "Not just an accountant"

Gives a vivid and lucid account as to what a CS life is in line of duty and what issues and challenges they face due to maladministration, political interferences and often demoralising of the CS officers .Book is well written and gives account of coal block allocation through "E-auction", A commendable job done and challenges faced by then....Could have been more informative like Vinod Rai's "Not just an accountant" , but it's good worth reading as to understand what we as general people see and what actually happens behind the corridors.
If I were given the option by Amazon, I would have given it 3.5 instead of 4. The book is a great asset for IAS aspirants as it chronicles many incidents that any IAS may face during his / her lifetime. P.C. Parakh has written a very honest book - so it seems. He seems to be an honest man with impeccable integrity. He also seems to be a writer - at - ease, which perhaps reflects from his experiences of writing VISION, Govt. papers during his IAS days. I personally was expecting a bit more out of the book. Maybe, I read it after reading Natwar Singh's "One Life is not Enough", which I thoroughly enjoyed. It is nowhere as exciting as Natwar Singh's book but if you want to get a glimpse of an IAS life and the challenges that they face and also to understand the delicate and fragile position of an IAS in the relationship between government and Civil Service, this book is definitely a one time read.

About the book
In 2012, a controversy over allocation of coal blocks to private companies rocked the country. The government's finance watchdog-the Comptroller and Auditor General (CAG)-found the government had picked favourites and avoided open and competitive bidding which would have generated far more revenue for a cash-starved state. The CAG concluded that India had lost 1.86 lakh crore (over $ 30 billion) in the process, all of which went to the private companies. It was the biggest recorded scam in the history of India.
The Central Bureau of Investigation (CBI), India's premier investigation agency, then filed an FIR against the top officer in the coal ministry-Secretary PC Parakh and industrialist Kumar Mangalam Birla. Parakh had by then earned a fine reputation for ability and integrity in over three decades as a civil servant. His stint as the top bureaucrat in the coal ministry was his last posting in a sterling career. The FIR outraged the civil services and corporate India and was widely condemned by the intelligentsia of the country.
The book isn't just about the coal scam. It is also about working with some of the biggest Indian politicians, starting with chief ministers of Andhra Pradesh. It is about life in the coal ministry with Mamata Banerjee, Shibu Soren and Dr. Manmohan Singh, who was also the Prime Minister. It is about the lessons learnt before Parakh met any of these dignitaries. It is an account that startles with never-before revealed information.
About the Author
Prakash Chandra Prarakh popularly known as PC Parakh was born in Rajasthan. He studied at IIT Roorkee, and went for further studies to University of Bath in UK. He has worked with National Mineral Development Corporation and Hindustan Copper Limited as Mining Geologist before he joined the Civil Services in 1969. He was allotted the Andhra Pradesh Cadre as an IAS Officer where he handled many departments. In March 2005 he became the Secretary in Coal and retired in December 2005.
